Garmin connect not seeing device

I've been using my FR945 without any problems for about 2 years. 

Suddenly, yesterday, for reasons best known to itself Garmin Connect has suddenly "forgotten" my Forerunner 945 and won't re-pair it.

The watch is visible in Android settings (and can be paired but I know this isn't the correct way) but won't show up in Connect. I had used it on two devices (Pixel 4 then a Pixel 5) without problems for a few weeks but it has vanished from both so I suspect it's a Connect or account issue.

I've tried:

1. restarting both the device and my phone multiple device

2. forgetting the device in Android settings 

3. pairing through the connect app on multiple phones (Pixel 4, Pixel 5 and an older Samsung)

4. Resetting the device to factory settings

5. Clearing the cache for bluetooth and the Connect app

6. Uninstalling and reinstall Connect multiple times but it just doesn't show up, it just sits on "Open the mobile app" and Connect doesn't find it.

7. Removed the device from the garmin account and tried to re-add it but I can only do it via Express as Connect doesn't find it.

I was able to connect it (after the factory reset) using Garmin Express and download the latest software and wifi settings which all seem to work, as does wifi sync suggesting there's no problem with the wifi hardware. It can also pair with bluetooth devices (e.g. Android system, HRM-PRO) so it seems like there's no fault with the bluetooth hardware either, Connect just doesn't want to or isn't able to see it and never reaches the stage where the pairing PIN appears on the device.

Any ideas? I'm at a bit of a loss.
