Live Track no longer working

I've been dealing with live track no longer tracking events since May or June.  I've contacted help desk and they've asked for diagnostics, and verified any/every check box available to try to get this to work consistently.

Currently on GC software 4.45.1

Using a Fenix 6 sapphire software (16.7)

Prior phone Galaxy Note 8.  

Phone is Samsung S21 Ultra. (used with GC only once now)

 - Typical activity is biking, generally will use the "auto launch" for the live track and i will get the "eye" on my phone and a statement on the watch stating live track started.  The email will send to myself and my wife and most instances it will show me at the location where i launched the live track and never progress.  This is an improvement from the "cannot find signal" that she received when I first contacted the help desk.

I've found that during the ride if i pull out my phone and open the GC app that generally I'll get a pin point of that new location, and a live track straight line (over water, through buildings, etc) to my current location.  If i keep my phone in my hand and watching the track email i can see my tracking for a bit of time so "cool finally working" I close email link and put phone away and continue riding.  At next stop pull phone and low-behold no live track.  It's obviously not great to pull the phone continually during the ride, it's a crash waiting to happen.  The whole point for the live track is when i leave before my wife wakes she can spot me on the road and see I'm still moving and safe.

Several things I've noticed:  If I turn off wifi, i have better luck with the initial segment being tracked but again it's for a short period before screen goes dark (or if i close the screen).  It seems when the screen goes dark that live track communication stops.  It also seems that when I pause the ride (a stop at an intersection) the live track doesn't resume unless i open the GC app.  The question becomes is the issue between the watch and the phone, or the phone and the app, or the app and whatever it's connected to?

The heartbreaking part is my wife uses an S21+ and her cycling computer is an Edge 530.  Her phone is tucked away and live track just hums along.  

This leads me to believe that it's a communication between the watch and the phone considering the phones are essentially the same, and GC is the same when downloaded from the app store.  I believe I've gotten all the "don't put this app to sleep" boxes checked, but with the new phone maybe there's one i missed?  I upgraded my phone from the Note8 thinking that the device was nearing the "no longer supported" range of products, but I've not seen improvements and I know for a fact on that device there was no way GC was sleeping.

Hopefully the community here has some suggestions on what to check or if you're experiencing the same issues?
