Is the watch connected to the phone? You can see it at the top of the GC Mobile app - when the watch is connected, there is a green dot on the ring around the watch symbol.
If it is connected, the problem may be in the phone volume setting - activate the function Find my Phone, and press the Voulme Up button on your phone until you can hear the alarm (you must really do it while the function is activated, since volume on Android is adjustable per application, so adjusting the general volume when the function is not in use, will have no impact)
If it is not connected, you have to fix the connection problem first - use the Sync / Connection Troubleshooting Guide for some tips.
Personally I would try and hold that only button for an extended period of time to see if that does anything, but maybe that is some other function.
This is what I found: "To restart, connect the watch to the power data cable and plug it into an external power source such as a computer USB port, then disconnect from the cable. This process causes an internal restart of the watch."
It seems like it is restarted every time you charge it.

I have an A71 and ran into the same issue where Find my phone worked ONLY when Connect was open and in the foreground. The steps to fix this in the other forums did not work for me, the selections are different -- here is what worked for me:
1. Go to Settings, type Battery to search and select Optimize Battery Usage; change the selection on top to All apps (so you can see all oft the apps) and make sure that Connect is NOT optimized (switch moved to left).
2. Go to Appear on top and make sure that the switch for Connect is turned on.
