You cannot. Check out the list of device compatible with the Extended Display feature in the folowing document. Fenix 3 is not among them:
Is there a workaround?
Why do you want to use extended display? It is good to know how and why you want to use it to suggest a good workaround.
You can broadcast the HR data from the Fenix to the Edge.
The navigation from the Edge can't be used on the Fenix (or any watch from Garmin) and you must have the Edge with you anyway so why not use it?
Extended display is only useful if you do multisport activities. If you only do a bike ride it is pointless. Then you log everything on the Edge.
The workaround for multisport activities is to start a second activity on the Edge when you are on the bike and switch activity type on the Fenix. Then you can see the totals on the Fenix and just the bike part on the Edge.
