I went swimming this week. 4 times 1000m and the watch doesn't count any steps.
Fair enough, swimming produces strokes and not steps, but in the daily and weekly step goals, I find it not validated.

True, however I think it would be fairer to count them.
Afterall, swimming is more difficult than walking, and a stroke is more difficult than a step.
For people with step goals and targets linked to things like health/life insurance, it seems odd to get penalised for doing more work.

The Steps metrics is there for counting steps. If you want to monitor the effort, you have plenty of other metrics - distance, Calories, Intensity Minutes, Training Effect & Training Load, etc.
If you want to count strokes as steps, then do not start the Swim activity. Either start an activity like Walk or Run (if done outdoors) or Cardio (indoors). Change it to swimming later. Or do not start any activity at all.
