I tried to replicate your issue but it works perfectly under several scenarios. I would check Garmin Connect permissions to make sure all is allowed, especially camera and storage. Long press Connect icon > app info > Permissions. If still no joy, try a complete removal and reinstall of the Garmin Connect app.
Long press Connect icon > app info > Force stop. Storage > Clear cache & Clear data. Uninstall.
