Yes, it happens occasionally. Could you elaborate on your specific issue? Are you getting an error message? Is nothing syncing or just a recent activity? Which Garmin device do you have? Which phone do you have? Did you try also using Garmin Express or a manual upload to Garmin Connect Web?

I have the Garmin Instinct and I bought my wife the garmin vivo active 4s, we are both using samsung galaxy s9 smartphone. The problem seems to be when we connect our phones to the home wifi the we can't use sync on garmin connect but when the phones are not connected to the home wifi then both watches sync on garmin connect

When on WiFi, does the GC Mobile app show an error about the missing Internet Connection? What does the Device Sync Audit (in GC Mobile Menu » Settings) tell after such failed sync? Any errors or warning there?
The HTTP error code 403 means "access forbidden". One of the reasons for it can be that the IP address of your WiFi router is blacklisted. Try accessing the URL http://connectapi.garmin.com/upload-service/upload/wellness/ - if accessed in this way, it should show the error 400 Bad request (since the data is missing), but if your IP address is blacklisted, you'll get the error 403. If you post your IP address, I can try looking up whether it is on some known blacklists. Or you can have a look yourself - enter your IP adress for example into the following blacklist checking tools:

My ip adress is not blacklisted but why would it get blacklisted. I just don't understand that my Garmin connect app worked perfectly fine when I was connected to my home wifi but all of a sudden the only problem seems to be that I just can't sync any data when my device is connected to my wifi

There may be number of reasons for that. One of them could be that your router or one of the devices connected to it, is infected with some malware, and hackers abuse it for attacking websites, or sending spam. Another possibility is some kind of misconfiguration of the router, or one of the devices, or perhaps even an attacker who abused the IP address before it was attributed to you (especialy if you have a dynamic IP address).
