You can either look at the daily HR graph, checking the Resting HR value, or you can also see how the RHR evolutes in the last days, weeks, or months: Reports » Resting Heart Rate
You will probably find a few very brief spots of a second or two, where the HR drops a beat or two below the RHR, but such a brief change is ommited intentionally, since it is insignificant.
