Didn't you keep your hand on a handlebar of a cart, or something similar, that would prevent the hand to move freely? Does the step counter work now, when you do a few steps, or does it still fail to work? If so, then it might be broken, and you may need to get a replacement.

I run or walk outside so there’s no bar in front of me.

So the step counter on the watch never shows any steps, whatever you do? In that case you'll need to contact the Support and ask for a replacement.
