The goal function is pretty limited so you can't set a goal for 2 weeks. It works for 1 week or a month.
If you still want to set 2 weeks you can create a challenge in a group for that. In a group challenge you can set any dates you like for start and end dates.
You have to use the web site to set and see goals. The last menu item: connect.garmin.com/.../goals
You could also create an ordinary challenge. It doesn't have to be a group challenge. The time limit for an ordinary challenge is one month.

As @e7andy wrote, you can use Challenges, if Goals do not fit your needs. At Challenges, the dates are actually rather free. By default you can create a Day Challenge, a Weekend Challenge, a Month Challenge, or a Year Challenge, but you can also create a Challenge with custom start and end dates, so the 14 day challenge would not be a problem.
