A suggestion is to have a daily graph to show when during the day you earned the intensity minutes, not just the metrics.
It would still require a redesign of all the system. Currently the logging of the IM is done directly on the device (similarly as with most other data). Garmin's system relies almost exclusively on the data processing on the device (not only for the IM, but also for VO₂Max, Training Effect, Calories, and for many other features). Practically, the only data that was not processed directly on the devices, was the sleep data. But also that, Garmin recently reworked, and equipped the newest models (i.e. the F6) with sleep processing on the device. It means, the device-centric design is intentional and not very likely to be abandoned.
So, yes, it is certainly doable, and would make sense, but I sincerely doubt Garmin will be willing to go away from their device-centric system any soon. I'd tell if you want server-side processing, do not expect much from Garmin, and rather turn to Strava or similar 3rd parties, who rely on the post-processing much more than Garmin.
