Sometimes just power-cycling your device and phone and syncing with Garmin Express on your PC or Mac will fix this.

.. and if you really mean pairing, and not syncing, then please be aware that you have to initialize the paring from the watch, not from the phone. If there is already any pairing to the watch present in your phone's BT settings, remove it, and start anew following exactly the instructions from the user manual for your device.

I saw recently a post from another Samsung phone user, so perhaps you could try it too:
I have succeeded by switching off the Samsung Cloud Sync switch in the advanced bluetooth settings. After weeks of unsuccesdul attempts, my Edge 810 paired and connected with my Samsung S23 in the blink of an eye. Hope this helps for others.

If the watch is not paired with Garmin Connect at all (as in the OP), then make sure you have removed/forgotten the device from the list of Bluetooth devices in the BT menu of your phone, before attempting to pair it through Garmin Connect again, just as written in my earlier post in this thread.
