Are you referring to audio prompts from your phone or your watch? I would try unpairing/pairing using the instructions in these videos.

With both Android 9 and Android 10 on my Nokia 7 plus I have found that any update to the Google Text-to-Speech subsystem will cause audio prompts…
Try fully updating your watch using Garmin Express on your computer.
Everything is up to date. The watch and also the app on my android device.
Like the title says, my watch is a Fenix 3
There is no Fenix 3 forum, but the Fenix 5 is the closest to it. Sounds like this could be an android issue though.

Thank you for your help but unfortunately it doesn't help. Even so I re-paired the watch with my phone and followed that Sync Guide. The sync, notifications, and smart notifications are working properly.
The problem is with audio prompts (see here: www8.garmin.com/.../GUID-D7092CFC-0284-4DEE-A89E-8D932F0F0ED3.html)

If you have automatic updates enabled in Android then you may not be aware that Text-to-Speech has been updated.

Restarting the phone is stated in the Sync / Connection Troubleshooting guide...
You should also try turning off completely both your phone and the watch, waiting a moment, and then turning them back on again.
Which is why I did not question it since you stated that you followed the sync guide...
followed that Sync Guide.
