Sorry, that was pretty vague: Connect sees my Forerunner 645M for connecting, but then fails to connect multiple times back-to-back. It looks like my watch is working in that respect, but the fail happens on Connect's side. I've tried resetting everything, reloading the app, cleaning the Bluetooth cache, but nothing seems to help. I gather One+ has issues before with this type of thing, and wondered if it was a phone specific issue.

No idea. I don't have a One+ phone. It could be a phone related issue.
What I would have done is to connect my watch to Garmin Express and make sure I got all updates.
Then make sure that I don't have added the watch to the bluetooth settings in the phone and remove it if I see it there. Then finally add the watch to Garmin Connect once again.
