Most issues related to the outage have been resolved. Assuming these are activities (runs, rides, etc.) and not steps that are not part of an activity. If the activities are physically on your watch, suggest syncing using a USB cable and Garmin Express.
If still no joy, you can connect USB (if using a Windows PC) use file explorer to look in your \garmin\activity folder for the missing activities, then drag and drop on the Garmin Connect Web Import Data page
Do those missing activities exist on your watch? If they do, use the 2nd method I mentioned above..
