I am not sure why it is missing in your case, but without the weather data, the badge won't be awarded. The reason of the missing data can be either due to the unavailability of the weather data in that region, or perhaps because Edge 820 does not support that functionality - you best ask on the forum of Edge 820, whether anyone can see the weather data on the maps of their activities.
