Yes, it is sufficient. Indeed, the 50k steps were not recognized for the badge, but personally I see nothing wrong, so am afraid that only the Support can help you with it.
If you have some activity on the day of 29th June (for example a Walk), recorded in Garmin Connect, you could try editing it, making some minor change (i.e. adding a Calorie), and saving. However I am not sure whether it can help in your case. Such manipulation often works for badges not awarded for the given Activity, but at the steps badges it is not very probable that it could help. It is worth of trying anyway.
