How do you create goals and reach for the stars in order to gain those badges?

I don't know where to go on garminconnect to earn the 2 badges of creating goals and reaching for the stars.

On the Goals page of Garmin Connect Web.

I can create the goal but garmin connect web does not show my progress nor award a badge once goal is achieved.

You can follow the progress of the goal on the Goals page again. Which badge exactly are you looking for? You do not get a badge for every goal.
