Are you getting failure notices when attempting to install? My understanding is that there are some limitations on this phone, like the lack of Google services, so you have to install using Huawei's AppGallery.

You cannot connect, or you cannot install Garmin Connect? Those are two completely different topics. This thread discusses the first case (cannot install the app). In that case follow seilogramp's advice, or try installing it from an unofficial APK archive such as the apkssl.comor apkmirror.com.
If you already have the app installed, then is the problem with the pairing, or with syncing? Again two completely different problems, and it is difficult to advise you, not knowing what problem you experience.
