I took a bike ride today (6/14) and my heart rate was recorded but it did not translate into Intensity Minutes. My HR was well over 60% max HR for over an hour. Any ideas?

60% is not necessarily enough to get any intensity minutes. The threashold depends on multiple values (Heart Rate Variability to detect the anaeorbic threshold, the average Resting HR, the HR zone settings,...), and it also depends on the device you use.
If you used to get intensity minutes for similar level of effort at previous activities, then it is probable your device uses the average Resting HR, and that before the concerned Activity, the acquired Resting HR was higher than usually (for example because you did not wear the watch during the sleep).
