On the watch, on on the phone app? If on the watch, then perhaps it leaks, and resets because of some humidiity entering the device. If it is only after syncing the watch to the phone app, then your device may be associated with multiple accounts. It frequently happens for example when you reinstall the application, and inadvertently sign up a new account instead of signing into the original one.

So the steps reset on the watch first, and only then on the app? When exactly? When you enter the water, after a few minutes you are in the water, when you get out, after some minutes after exiting water, or only after you sync with the phone?

Couldn't this be a bug in the system?
Personally, I am not aware of any such bug, but you may try asking on the forum dedicated to your watch model.
