AFAIK the PulseOx sensor is by default active only periodically during the sleep (if enabled), and during (some) activities. Otherwise it is not avtive, since it uses a lot of battery power. You can probably adjust this behaviour in the settings of your device. Since you did not mention what device you own, you'll need to look up the user manual for the details.
