How to activate vibration or sound for incoming notifications at my Garmin instinct tactical? Is it even possible? And is it possible to see them on start display?

Yes, notifications popping up on the main screen, while vibrating and making a sound - that's the default behaviour. If it does not happen, then perhaps you did not set them up correctly yet.
