Define normal. But yes, at Garmin it is normal. And there are plenty of users who prefer having the strokes counted as steps, while many others who don't. Currently, a possible way to exclude steps while swimming, is keeping the watch for example under the swim cap. The added advantage is that it records better the GPS position at open water swimming, and records it even when swimming breaststroke, which is not the case if you wear the watch on your hand. The obvious disadvantage is that you cannot easily look at the watch while swimming, but at least you are not distracted
