I have this issue too. Does anyone have an answer. I t is less than 2 weeks old. It was displaying a graph but stopped 2 days ago.
I have tried all of this. I have logged out of PC account. I have dosconnected phone and watch. I then reconnected phone and resynced phone and watch and relogged in online but still no heart rate graph…
I powered off my watch and powered on. Seems to have fixed it.
You will need to provide more details, if you want some sensful advice. Does the HR show on the watch? Does the watch sync to the app? Is any other data missing on the app too? Did you try restarting the watch? Does the web version of Garmin Connect show the HR data [https://connect.garmin.com]? Is the watch set as the preferred tracking device, and is activity tracking enabled? What about syncing over the USB cable - same result of different?
Depending on the answers, there may be a big choice of possible reasons. In that case follow carefully all the instructions from the support document Data is Missing from My Garmin Account After Syncing to resolve the issue. If it does not help, check the remaining options from the thread linked in my previous post.

What else can I try as this isn't working. Is my watch faulty? It only worked for a few days. I think the issue may have arisen when I put the Garmin express app on my PC. I have removed the watch form Garmin express and have deleted Garmin express from my PC. Still no joy though.
I think you did not do it in the right order. You have to first remove the device from the Garmin Connect Mobile app, from Garmin Connect Web, and from Garmin Express. Then sign out of all three apps. Restart the watch. Now sign in back to all three apps with the very same credentials, and the device there.
If it does not help, perform the [master reset] of the watch.
