The thing with temperature-related badges is that a temperature from a local weather station is used, rather than the temperature indicated by your watch. You can see this temperature in the small circle displayed on the map. If this temperature - as I suspect - is above zero, then no badge for you, even if in reality it was sub-zero.

Anyway the real temperature measured by your devices is not relevant. Look at the activity map. There, in one of the corners of the map, you'll find a small circle with weather data for the time of the activity. This data does not come from your device, it comes from the internet from one of local weather stations. If the temperature indicated there is above zero, then no badge for you.
It's not device-dependend.
If you do not see any weather info on your map, then it means that for some reason weather data was not available for the time and area you were running. And that's why no badge was awarded.
What about indoor activities or activities which I do not want to provide positions? Wouldn't tempe readings be more accurate?
As written above, the temperature measured by the device is irrelevant for the badge (regardless whether it was with the internal sensor, or with an external one like Tempe). You'll get the badge only if the local weather report at the time of your activity has shown freezing temperatures.
