straight out of box Garmin 235 won't connect

My wife just won a brand new Garmin Forerunner 235 from a race and straight from the box it will not connect to garmin connect or her iPhone. I have tried all the troubleshooting steps multiple times. Tried to connect it to my device, tried to disconnect my fenix 3 and reconnect it and it worked fine, leading me to believe it is a problem with the Forerunner 235 itself and not with the phone or the app. 

Is there any current fix, are any other users still having issues with the 235 model? is it a software issue? Is there any true way to fix this? smashing it on a rock, throwing it in the bin??
