no it's not. It doesn't forget the setting of the battery optimisation. If that was the case it also wouldn't need a phone reboot.
If the app does have battery optimisation then it simply won't run, but there won't be a notification with this error message.
I got the exact same message after one day of not receiving notifications. I turned off the battery optimization and it worked like a charm. Its been 2 days now i have been receiving notifications.
The app does sometimes loose the connection to the phone in which case the notifications do not show. but also in this case the notifications section on the watch shows that the phone needs to be connected. Click on the connect app on the phone wait for a few seconds for the watch to connect , your notifications are back on .
Also i think the battery optimization is a feature of the phone that stops particular processes within an app to function to optimize the battery consumption. Restart is for the phone to save settings for app . ( not to use battery optimization for Garmin connect)
