Same here. Vivoactive HR latest software.
When cycling I'll have a map showing in Connect after but not with walking.Yes GPS is on. Yes I wait for it to turn green before starting.

If you do not mind that you'll lose the settings and will have to reconfigure the watch, you can try the master reset (factory reset) of the watch.
