Blood Pressure can be also entered through the web interface at https://connect.garmin.com/modern/blood-pressure
However, you have to have the two-step verification enabled on your account in order to see the BP features. And it applies for both the GC app as well as for GC Web. If you don't, you can set it up at https://www.garmin.com/en-US/account/security/mfa/

... actually, they might have already changed it. Minimally in some regions. I know originally they introduced the two-steps verification because of the certification and approvals for the Index BP device in the USA, and the added security was one of the imposed requirements. BP was at the beginning not available in other regions. Now I see my wife has the BP available in her account, despite that she never enabled the two-steps verification. She does not have a US account, though.
So if the BP functions are not available, there are two things that can help getting them: changing the country in the User Profile (Garmin International | Account | Profile), or (temporarily) enabling the two-steps verification
