Did you connect your watch to a PC or notebook with a USB cable to sync data? Also, check on connect.garmin.com is you can see the steps there (Dashboards --> Activity Tracking). If you can find the steps there, but not in the app, you should clear the cache of the app on the phone/tablet and re-sync everything.
