Smart Notifications turned on for any new app

I have Smart Notifications turned off for all apps at the universal level. Every time I install a new app, I start getting notifications for it until I go into Garmin Connect and re-toggle the notifications to be off. This is very frustrating. I don't want any smart notifications on my device.

It's been doing that for a while. I've posted on this forum a few times and emailed/chatted with Garmin support. My opinion: They don't care and will leave it that way.
