Connect and Location for Weather

Every morning since I went on Android 9 connect complains about not being able to get the weather until it has access to location services.
It has access and the weather is working so I don't know what's wrong. It is just annoying...

2 years later and same thing is happening to me. It's also preventing connected GPS from working. Any success with this ever?

You have to give it full access or it doesn't work.
