Same here, using Xiaomi Mi 9T with Garmin VivoActive 3. It does seem to sync when i have the app connected, but i dont receive any smartphone notifications on my watch.
I get this too - followed by the text "Android notifications have stopped unexpectedly. In order to restore notifications for your Garmin device, you will need to reboot your phone." I do nothing and things…
SOLVED the issue on my phone (mi 9t).
It was under battery saver options. I had to turn of "use adaptive battery"
Maybe your phone has a similar option, it's worth to check it out.
Same here OnePlus 6T. just disabled the battery optimisation for Garmin app, and now we wait.....
one day on and so far so good. will try to remember to update in a week or so.

Then go to apps>connect.
I also did put bluetooth AVRCP version on 1.6 (under developer options).
Then i went to additional settings > privacy> special app permission > notification settings > garmin (ON)
This worked for me and a friend of mine (also on mi 9t)

Probably. Just switched from a Pixel 2 to Huawei P30 Pro, and it is immensely time consuming to get all the settings right on the Huawei. Pixel 2, with vanilla android, just worked. No tampering with power settings or notifications. So yes, this is a vendor-specific (Huawei in this case) problem.
Still working after 20 days.
All I did was to disable battery optimisation opn the garmin app:
settings
Battery
Battery Optimisation
disable for the Garmin 'Connect' app.
Oneplus 6T - Garmin Vivosmart HR.
It worked on my oneplus 5. Good to have notifications back on my fenix 5+!! Thank you
