Smart Nofications don't work after December App upgade

I have a Vivoactive HR and a Pixel XL. After December 5th App update, I no longer receive any notifications on my Garmin device. Every time I turn off and on a Smart notification I am prompted that I have to give this device permission. When I go into permissions, Connect already has permissions to receive notification. I've reset the watch to defaults, cleared App data and Cache, uninstalled and reinstalled app, repair connections in connect app, removed device, re-synced device, but still am unable to get notifications to work.

Anyone else have this issue or found a fix? App version is 4.1.11
