connect mobile won't connect

I have downloaded garmin connect mobile onto my Samsung Galaxy J3 phone but it does not want to progress past the EULA screen. I tap the accept button and there is a screen saying " connect" and there is a little blip on the blue line at the top but nothing else happens. My Garmin device is a vivosmart hr and it works fine with Garmin connect mobile and my Asus tablet.My phone is running Android 6 and Bluetooth 4.1. I have tried uninstalling and reinstalling the app, pairing and unpairing the vivosmart on the phone first and then trying the app but nothing seems to work.I can not figure out why a tablet with older specs works with the app and the newer phone won't. It just freezes and won't get to the page where I can connect my vivosmart . Anyone have an answer or suggestions? Thanks.
