Can't sign in, Can't sync, able to sign in on a desktop pc

I wonder if anyone can help please?

A few days ago I noticed vivosmart HR wasn't syncing with my Samsung Galaxy S5. A red error message appearing at the bottom of the android app saying not all data could be synced. Tried syncing a number of times from the app with no joy. Tried pushing the sync from the Vivo, but still no joy.
Switched bluetooth off and on both on phone and vivo, restarted app and tried again with bluetooth back on and no joy.
Tried pairing directly with the phones blue tooth and vivosmart shows, so proved not blue tooth issue, then deleted the connection.
Factory reset the vivosmart, cleared cache & data on app and uninstalled app. re booted phone. Installed app and tried login, and error message appears saying "A problem occurred while attempting to sign into Garmin Connect"
At the bottom of the login page on the app, there is prompt "which garmin devices can I use" - when I press this I get a popup message "downloading device list failed. Make sure your device is connected to the internet and try again.
S5 is connected 4g, browsers work, other apps connected and working fine.

Using the same login details, I can login online using a desktop machine.
