Treadmill vs outdoor pace measures

I've recently been looking at running within pace zones rather than focusing on a set distance and trying to improve PBs.  Really enjoying this different kind of challenge!  I'm finding though that, while I can achieve pretty fast paces (at least according to my Garmin) outdoors, when I'm using a treadmill, I'm having to go all out at what feels like 100mph and that pace is barely changing at all on the watch.  The treadmill would have me believe the pace is changing dramatically but on the watch, where I'm basing my measures, there's no shift!

Is there any way to account for this?
