I can not get my Samsung tablet to link with the active captain. it shows on my tablet wifi but says no internet service. do I need cellular service to get this to work on my tablet?

I can not get active captain wifi to hook up with my samsung tablet. says wifi connected but needs an internet connection. HELP!
