Any reason Express isn't on the App Store? This would be a great way to eliminate the very obtrusive updater.

The Garmin Connect app can be used by Fitness users to transfer data, other than that Garmin Express is mainly used for map updates which are not compatible with mobile devices, therefore we do not have an app for Garmin Express.
