Why is Garmin Express and Basecamp storing the Maps three times on the hard drive?

I have Basecamp and Garmin Express installed. I use them with my 3795LMT.
I have chose to install the maps on both my computer and on my GPS.
In /Library/Application Support/Garmin the City Navigator Europe NTU 2015.10 is stored in the following locations:
Maps - I get it, this is where Basecamp uses the maps
Express/Maps/EU.2105.10/ - I get it, it's so I can install maps on my GPS. But why? Can't it build the map set if I request to transfer it to the GPS like OpenStreetmaps?
Express/Maps/EU.2105.10/IMG - why here also?
This way CN 2015-10 maps take up 12GB of storage.
