everytime i download garmin express i only get the chinese mainland login i have forgot my password but when i try to reset my password it wont let me chainge my number area code and its set to 86

Can you click on Garmin Express in the menu bar > Preferences > Advanced > Change country?

getting the same issue. When I navigate to Garmin Express in the menu bar > Preferences > Advanced, it tells me "Unable to load domains." and errors out.
If you’re on Mac. Go to your WiFi settings and click details on your WiFi connection. Then click DNS from the menu on the left and you will see a box with a plus and minus. Click the plus to add the DNS servers - Google 8.8.8.8 and Cloudflare 1.1.1.1 Using these gives Garmin Express a cleaner connection and allows it to recognize you are not in the Chinese servers. After that you just restart the software and instead of getting the error message from advanced preferences you will get a dropdown menu where you select your country.
I know this is a lot of steps but this is what fixed the issue for me
