I had a very similar problem not too long ago. I had a new laptop with windows 11 64 bit installed. I did a complete clean install of Windows to ensure no conflicts with any pre-installed software. When I tried to update my Garmin Nuvi navigator, the map did not install on the Nuvi, and also did not want to install to my computer. What enabled me to successfully complete the install to both the Nuvi and to my PC, was to manually run Garmin Express as administrator even though I am the sole user on my laptop with full administrator privileges. There's nothing to lose to try this on your computer.

I have a similar problem on Edge 1030 plus.

I have installed Update of Ciclable Route Garmin Europe, and after finished installation, in The navigation section is not possible see street, name of way etc.

this is a great problem.
