Garmin Express doesn't recognize Cyclops purchase

I purchased the Cyclops red light camera subscription for my Garmin Nuvi 1490 and received a purchase receipt and download instructions. When launching Express and navigating to Tools and Content, then clicking the Purchased tab, it displays a "There is no content for this device" message. When I navigate to Store, then select United States, I get a Safety Camera option that gives me the ability to purchase Cyclops again, but it does not recognize my existing purchase even when I am logged in. 

I simply want to install software I paid for. How do I accomplish this?

Mac Pro (Black cylinder) running OS Mojave 10.14.6 - 3.5 GHz 6-Core Intel Xeon E5 with 64G RAM
