Garmin Express not syncing step counts but syncing other activities recorded on the same day with Fenix 5 Plus

Fenix 5 Plus. For 12 days between August 26 and September 6 my daily step count did not sync with Garmin Connect or Express. Other activities logged with the same device however did. Walks, swims, kayaking, hikes, bike rides, meditation. Anything that was not automatic--that required me to push a button to stop and start--was recorded and synced per normal. I also know that my steps WERE being counted by the device. (I look.) There were a few days when the watch and my iPhone were on different wifi networks--I don't know how many of those days--but it seems that if that mattered, then nothing would sync at all.

I've since tried to force sync by using Garmin Express on my desktop, and while maps and new software are updating, the step counts seem to be MIA.

Any theories?
