Express no longer recognizes my Garmin

I have been downloading my rides into Garmin Express from my 510 for the last 5 years and in the last week it has stopped downloading and Express no longer recognizes my device.  I have removed Express from my computer and reloaded 3x.  I have received and tried using a new cable, removing an re installing Express another 2x.  Nothing.

The only thing I can think of that may be different is that Express updated to V 7.0.0 and I think before it was on V 6.2.1 ( ??? )

I'm starting to think my device is broken.  Any help
