I've just been to https://www.garmin.com/en-US/software/express/ and had no problems downloading for Mac or Windows. Where are you and where are you trying to download from?
If it's a bug in Garmin Express 6.20.0.0 (have an inkling it may be) then the only way to update when they release a new version will be to download it from the link itself listed above by @philpshambrook https://www.garmin.com/en-US/software/express/
This issue I originally posted was with the current release 6.20.0.0 not sure if it's occurring across other versions too? If it is then maybe it's an issue on their end, not the app itself, which would mean when fixed you could update within the app... Time will tell...
