I've notice my network connection would get very slow and unresponsive whenever I attempted to download map updates with it. Looking at the resource monitor I saw that Garmin express opened 34 tcp connections when downloading the map updates. I can't see any reason why it would open so many connections unless its a bit torrent client.
Garmin Express is not a Bit Torrent client. None of the downloads that you receive are shared with anyone else and you are only downloading the updates from Garmin servers.
