Garmin Express Failure? (first run)

Installed Garmin Express on Win8.1 64bit (all updates installed)
Garmin Connect first run-> Device Found (vivosmart)->but no way to complete Profile settings?!

Is this a known bug or a Feature?

It looks like the scaling setting on your computer is set to high and is causing all of the content to not fit on the window. Please follow the instructions in the FAQ Why doesn't Garmin Express fit on the screen?

The Text scaling was set to 125% ;)
