I was hoping you could look at my account from here like you have some other people and just fix it without forcing me to call in. I've already tried the link you provided.
The City Navigator North America NT 2016.10 mapping is already unlocked for your nuvi 3597LMTHD. This would indicate that the error is happening when the maps are being copied from the computer to the device. This is a communication issue and not an issue on the database that can be corrected.
